Zehra Avcı is a 12th-grade student and social innovator from Ankara, Turkey. With co-founder Hamza Bilden, she co-built a civic tech platform recognized at SosyalFest 2026; she designs the social systems behind the technology.
A social systems lens
Participation needs structure.
Zehra works on the human side of civic technology. For the participatory city platform she co-created with Hamza Bilden, she designed the participation strategy and a six-role permission model.
The aim was to make it possible for citizens to report problems, propose solutions, vote on ideas and follow what happens next — with defined responsibilities rather than an unstructured comment section.

Zehra joined TechTeam, a student technology community, as Social Media Club President and later became Social Media Community President.

She left the role in mid-2026 to focus on YKS preparation.

Zehra is studying for the YKS university entrance exam and wants to study Medicine. The projects, community work and future goal share a question: how do you actually help people?
